Bullying is:  "any gesture or written, verbal or physical act taking place on school property, at any school sponsored function or on the school bus, that causes a reasonable person to feel fear of harm to his/her person or property. Bullying can also include persistent verbal insults, threatening, teasing or ridicule". --NJ State.
