In order for your grant application to achieve the top rating, it must be a 4 in all categories.

Presentation The application is not complete. The writing is poor. The application seems to have been thrown together at the last minute to make the deadline.
The application is generally complete. The writing may leave you with questions. An item or two may be unclear or missing.
The application is complete. The writing is clear. The forms are all properly and completely filled out. No items are unclear.
The application itself is outstanding. The answers are complete and the forms are filled out properly. The writing is focused and easily understood. Just reading the application over makes you want to fully fund it.

Goals and
Activities

There seems to be no goal or guiding principle behind the grant application. The applicants may even be trying to get the foundation to pay for things that the staff members cannot get through regular channels. (What are they thinking? will be the question asked, and there will be no answer.)
The grant seems to serve no lofty purpose, but the application does demonstrate some need for funding. There are some loose ends (Why are they asking for THIS, if the goal is THAT?)
The goals are clearly enunciated. The application fully supports the objectives of the grant. Things tie in nicely together. Budget reflects some plans to integrate materials requested with those that already exist.
The goal of the grant is clearly in line with the vision of the education foundation. The activities planned make sense. Budget reflects plans to integrate materials requested with those that already exist. With funding, the ideals in the grant could take the applicant to a new level of excellence.
