HOME INSTRUCTION: Policy #2412

1. The Home Education Instructor (HEI) will be supervised by the Homebound Coordinator. The Homebound Coordinator will be supervised and evaluated by the Director of Handicapped Education.

2. The Director is responsible for the operation of the home instruction program including:
A. Resolution of problems
B. Timely submission of reports and data such as the payroll forms
C. Review of records
D. Approval of placement of pupils on home instruction

3. Information, materials, telephone calls, etc. for the HEI will be received by the special Services Secretary at each high school. These secretaries will perform only those clerical tasks assigned by the Director.

4. The School Nurse, Adolescent Study Team, Guidance Supervisor or Administrators may recommend that a pupil be placed on home instruction by forwarding a Home Instruction Request (HI Request) form to the Director. Supporting documentation and a copy of the student’s schedule will be attached. Documentation may include suspension letter, note from physician, IEP, etc.

5. The Director will review the request and approve or reject the request.
A. Rejection - The Director will call the parent and inform him/her of the reason for rejection and send a letter to the parent summarizing the telephone conversation.
B. Approval

1. The Homebound Coordinator will review the instructional needs of the student with HEI and will decide who will be assigned to provide instruction.

2. The Director will send a copy of the HEI’s approval form to the Attendance Secretary, Counselor, Transportation, Data Processing, and Guidance Secretary that Pupil has been placed on Home Instruction.

3. The Homebound Coordinator is responsible for obtaining instructional materials for outside tutors. In-house tutors will be responsible for obtaining instructional materials within a reasonable amount of time.

4. Grading - The teacher of record at the end of the marking period will be responsible for the grade. It may be a combined grade if the student is out part of a marking period.

6. The HEI will contact the pupil’s parents to arrange a tutoring schedule.

7. The HEI will:
A. Tutor the pupil
B. At the end of each month, obtain the parent’s signature on the time sheets and submit the time sheets to the Homebound Coordinator by the 5th of the month
C. Collect and forward the time sheets to the Director

8. The Homebound Coordinator will prepare a monthly and annual report of home instruction. This will be completed by the second week of each month.

9. Home Instruction will be concluded when appropriate documentation is presented to the Homebound Coordinator by the nurse, administrator, guidance counselor, attendance secretary, HEI, or other staff member.

10. The HEI will return materials, course outlines, grades, etc.

11. The Homebound Coordinator will send written notification that Home Instruction has ended and the pupil may return to school to the:
Attendance Secretary
Guidance Secretary
Transportation Director
Nurse
Data Processing Clerk

12. Recording Grades - The HEI will develop grades per agreement with teacher and report them to Data Processing if the pupil has not returned to school. If the pupil has returned to school, the teacher will record the grades on the appropriate class grade report which is sent to Data Processing at the end of each marking period.

13. When Data Processing receives notification that a pupil has been placed on home instruction, the pupil’s name will be transferred off the role to the 000 file. The pupil’s name will be returned to the active file when data processing receives notification that the pupil has returned to school from home instruction.

14. The Director is responsible for determining when the HEI may begin to deliver services to all pupils placed out for medical reasons. When a student has a communicable disease, is hospitalized, or is out for some reason which makes delivery of service difficult or impossible because of pupil non-availability, inability to perform, or danger to the instructor, the Homebound Coordinator is responsible to monitor the situation and to notify the HEI when services may commence.

15. Delivery of services to individual pupils must begin within 7 calendar days of approval by the Director unless there are extenuating circumstances (see paragraph 14). In such cases, the HEI shall complete all necessary coordination of services within 7 calendar day period to assure prompt delivery of services when conditions improve.

16. Pupils will be provided 5 hours instruction per week in a minimum of three sessions. Classified special education students will receive 10 hours of instruction in a minimum of three sessions.

17. Whenever a classified student is place on home instruction, it is considered to represent a significant change in the least restrictive environment and must be supported by a revision of the pupil’s IEP within 15 school days of the approval of Home Instruction.

18. When there is a need fir instruction in special subjects, the Homebound coordinator will arrange for appropriate certified tutors.
